Supreme Court Addresses Provisional Voting

In a case in which Michael Crowell represented superintendent of public instruction candidate Bill Fletcher, the North Carolina Supreme Court has ruled that provisional ballots cast out of precinct should not be counted in the 2004 election.  The decision keeps alive Fletcher’s challenge to the results of the election.  The decision is:
